The Custodian of Legal Practice Records

The Bar Council of Maharashtra and Goa is the statutory body responsible for regulating the legal profession across the states of Maharashtra and Goa. Established under the Advocates Act, 1961, it maintains the roll of advocates, oversees professional standards, and administers the Sanad (certificate of practice) — the foundational document that authorises an advocate to practice law.

With over 1 Lakh registered advocates spanning decades of enrolments, the Council maintains one of the largest repositories of legal professional records in India. Each advocate's file contains Sanad documents, enrolment applications, educational certificates, identity proofs, address records, transfer documentation, and ongoing compliance records — accumulated over more than 50 years of operation.

THE CHALLENGE

Decades of Records, One Fragile System

The Bar Council faced a critical challenge: how to digitize, preserve, and modernize a massive repository of advocate records that spanned over five decades — while simultaneously ensuring that the ongoing registration process was transitioned to a fully digital workflow.

Advocate Records Digitization

Every advocate's complete file — from enrolment applications and educational qualifications to Sanad documents and professional conduct records — was systematically scanned, OCR-processed, and indexed in the Sarthi DMS. The advanced OCR engine handled aged documents with faded text, stamps, and handwritten notations with high accuracy.

Sanad Document Management

The Sanad — the certificate authorising an advocate to practice — is the most critical document managed by the Bar Council. Sarthi DMS created a dedicated Sanad management module that handles the complete lifecycle: generation, issuance, renewal, and archival of Sanad documents. Each Sanad is stored with full provenance tracking, ensuring authenticity and preventing forgery or duplication.

The end-to-end bar council registration process was transformed from paper to digital. New advocates submit applications digitally, supporting documents are uploaded and verified automatically, and the entire enrolment workflow — from application to Sanad issuance — is managed within the DMS with automated status tracking and notifications.

Merging Old & New: A Unified Data Strategy

One of the most complex aspects of this project was the need to seamlessly combine 50+ years of legacy physical records with new digital-first data into a single, unified Document Management System. Sarthi DMS addressed this with a multi-phase approach:

Phase 1: Legacy Record Scanning & OCR

Physical files spanning decades were systematically scanned using high-speed industrial scanners with special handling for fragile documents. Every page was processed through advanced OCR to convert scanned images into searchable digital text — preserving even faded stamps, handwritten notes, and old typewritten content.

Phase 2: Data Standardization & Mapping

Legacy records used inconsistent data formats — different file numbering, handwritten annotations, and varying document structures over decades. Sarthi's data mapping engine standardised all records into a consistent schema, mapping legacy identifiers to new digital record IDs while preserving cross-references.

Phase 3: Unified Repository & Digital-First Workflow

Legacy digitized records and new digital registrations now coexist in a single, unified repository. New advocate registrations flow directly into the same system, with their digital documents sitting alongside digitized legacy records. All advocates — whether enrolled in 1975 or 2024 — are accessible through the same search and retrieval interface.
